  1. Create a new layer and fill it with blue with Radial Gradient Tool
  2. Filter > Artistic > Watercolor - Brush Detail: 1, Shadow Intensity: 0, Texture: 1
  3. Filter > Sketch > Chrome - Detail: 0, Smoothness: 10
  4. Create another blue layer on top with Radial Gradient Tool
  5. Set the top layer to Screen
  6. Create another blue layer on top with Radial Gradient Tool
  7. Filter > Render > Lighting Effects - Intensity: 50, Focus: -50
  8. Image > Adjustments > Brightness/Contrast
  9. Set the top layer to Hard Light
  10. Create a new layer on top and fill it with baby blue
  11. Filter > Render > Lens Flare - Brightness: 200%
  12. Set the top layer to Linear Burn
