- Open an image
- Image > Adjustmetns > Hue/Saturation - Hue: 45, Saturation: 45, Colorize
- Create a new layer and fill it with white
- Filter > Texture > Grain - Intensity: 90, Contrast: 80, Grain Type: Vertical
- Set the textured layer to Multiply and lower Opacity to 50%
- Select the background layer
- Filter > Noise > Add Noise - Amount: 10%, Distribution: Uniform, Monocromatic
